Island Hospital Board of Commissioners
"Assuring access to quality healthcare for our community..." is the unifying commitment of the Island Hospital Board of Commissioners. These five individuals, elected by local voters and serving six-year terms, give generously of their time and talents to oversee the complex operations of Island Hospital, its clinics and other operations.
Each Commissioner brings sharp business acumen or healthcare expertise to the Board. All are bound by a deep regard for making quality medical services accessible to the communities we serve.
Meeting monthly and working within strict public-meeting guidelines, the Board directs fierce attention to the challenges of maintaining financial viability in concert with quality medical care. These directives focus on the future while working within the present. Recently, they have created the architecture for affiliation with companion institutions — a successful strategy that keeps costs down and yet assures the community a full array of quality health services.

Position 1: Jan Iversen
Jan Iversen is known for her experience, commitment and thoughtful nature.
"This is a time that is both exciting and crucial," Iversen said. "Decisions made now will have lasting impact on our community, and I'm thrilled that voters have given me the opportunity to join with our superb hospital administrators and time-wisened commissioners as we proceed."
Retired President and CEO of Kinesis Manufacturing, Inc. (a maker of innovative orthotics), and former Aerospace Manufacturing Consultant to Grumman Aerospace Corp. and Still and Associates, Iversen possesses the business acumen and medical experience required to sit on the Board of Directors.
Iversen is intimately familiar with Island Hospital programs and operations, having served as a member of the Island Hospital Community Advisory Board and the hospital's Feasibility Study Committee in addition to volunteering during the bond campaign. An advocate for our senior population, in 2002 Iversen was named Anacortes Volunteer of the Year. She also serves on the Board of Directors of Summit Assistance Dogs.
"My intent is to listen, to learn and to contribute as much as I can," Iversen said.

Position 2: C.W. “Buzz” Ely MD
"I am proud to be a part of our health care team here at Island Hospital," says Hospital Commissioner Buzz Ely. "Because of our size, numbers of patients and lower number of procedures compared to a large, urban hospital, we need to be wise in selecting what services we can offer our community."
The challenges inherent in providing quality healthcare to a rural community are well known to Ely, who practiced medicine for 28 years as an Ob/Gyn, including seven years in Anacortes. In 1998 –– the same year Ely began his service on the Board of Commissioners –– he embarked on a new career as a realtor. With this combined experience, Ely offers insights from a physician's perspective as well as demographic information and trends likely to influence our community's future healthcare needs.
"One of the challenges in providing health care to a smaller community is the limited reimbursement from Medicare and other insurance companies," Ely says. "Small hospitals are generally reimbursed at rates that are less than larger urban hospitals for the same services performed. In spite of that, we must– offer competitive wages (attracting top-notch administrators, physicians and staff), purchase state-of-the-art equipment and deliver those services that are most needed by our community, while conforming to the highest standards possible."

Position 3: Paul M. Maughan PhD
Serving on Island Hospital's Board of Commissioners since March 1997, Paul Maughan contributes skills and experience gleaned, in part, from over three decades as President and founder of Halcyon, Inc., a successful space-oriented consulting firm, from which he retired in January 2005.
Dr. Maughan holds a PhD in Physical Oceanography as well as degrees in Mechanical Engineering and Meteorology, and is an internationally recognized expert in satellite remote sensing and related technologies. He has been directly involved with space science and applications, such as Geographic Information Systems (GIS) and Global Positioning Systems (GPS); and operations for over 35 years. He currently serves on the National Academies' National Research Council that provides science, technology and health policy advice under a congressional charter to agencies of the federal government, including NASA.
Dr. Maughan started the Anacortes "Healthy Communities Initiative," and spearheaded the Automated External Defibrillator (AED) Project that has been enthusiastically received in Anacortes and neighboring communities. As Commissioner, he helped recruit CEO Vince Oliver, and assisted the hospital in developing financial stability. He is admired for his warmth and the value he places on each life as well as his commitment to improving the wellness of our community.
"Island Hospital has a terrific management team," Maughan says, "and it's exciting to see our hospital meet our community's healthcare requirements. Along with our excellent physicians, administrators, and staff, each commissioner is actively engaged in ensuring that our hospital is the best it can be."

Position 4: Laurie M. Gere
Laurie M. Gere is the owner of popular Anacortes restaurant Gere-a-Deli.
Gere-a-Deli was named 1988 Small Business of the Year by the Anacortes Chamber of Commerce and Skagit County Business of the Year in 1999 by the Skagit Valley Chambers of Commerce, Small Business Administration and Skagit Valley College. She also was honored with the 1999 Paul Harris Award by the Anacortes Rotary Club and named a Woman of Distinction by Soroptimist International of Anacortes last year.
"Island Hospital is vital to this community that I love and look forward to serving as a Commissioner," said Gere.
Community service is not new to Gere, who has an exemplary history of contribution to Anacortes. Currently she serves on the Anacortes Planning Commission and School District Advisory Board for Business and Marketing Department. From 1983 to 1996 Gere served on the Anacortes Chamber of Commerce Board of Directors, including two terms as its president. In addition, she was a member of the Anacortes Red Cross Board from 1982 to 1984, also serving as treasurer; and of the Skagit County Developmental Disability Board from 1981 to 1990, also serving a term as president.
Before establishing Gere-a-Deli, Gere was nutritional director (1980 to 1981) for Lewis County Senior Services, providing on-site meal service for nine senior centers and countywide Meals On Wheels program. From 1978 to 1980 she was a group home director for developmentally disabled and mentally ill adults in Chehalis, WA; and director of the Anacortes and San Juan Chapters of the American Red Cross from 1977 to 1978.

Position 5: Chip Bogosian MD, Board President
A.J. "Chip" Bogosian has taken his post as Commissioner for Skagit County Public Hospital District No. 2 (Island Hospital). He was elected to the position in the November 2007 general election.
Overwhelmingly enthusiastic about the quality of care provided at Island Hospital, Bogosian said it was "a determining factor in my decision to retire to Guemes. Our hospital is a true anomaly: We've managed not only to attract and hold top-notch physicians, surgeons, oncologists, nurses and administrators, but everyone at the hospital works as family, with all members working in the same direction. I've come from other systems, so I can compare. Our quality of care is nothing short of fantastic."
Bogosian received his MD from the University of Arizona in 1973. He completed his Surgery internship through the Tucson Hospitals Medical Education Program, his Surgery residency at the University of Washington and his Anesthesia residency (with a Senior Student Fellowship) at Harvard University. In 1977-1978 he was a Fellow in Regional Anesthesia at Virginia Mason Medical Center.
Author of pivotal articles in the field of Anesthesia, Bogosian has served as Chief of Anesthesia at Swedish Hospital Medical Center, Providence Hospital, and the United Cerebral Palsy Dental Facility in Seattle; Chief of Cardiac Anesthesia at Swedish Hospital Medical Center; and President and Treasurer of the Physician's Anesthesia Service (Washington's largest Anesthesia group).
Voted as one of Seattle's Top Doctors in 2004, Bogosian retired in 2005, after serving since 1979 as Staff Anesthesiologist at Swedish Hospital Medical Center. He is former Associate Clinical Professor of Anesthesia at the University of Washington and currently serves as Senior Medical Examiner for the Federal Aviation Administration. Bogosian is also Parental Advisor to Camp Good Times, a camp for pediatric cancer patients, sponsored by the American Cancer Society.
